Commission rate of Martian Forest validator adjusted

As the ecosystem using cosmos network blockchain, there should be a sustainable growth for the validators survival, therefore commission is used to incentify or reward the validators work, and yet, the commission rate can be set to 0%. There's always the debate on commission rate, as the Likecoin core community, it was recommended to have a minimal commission even though currently there is no technical way on controlling.

Now Martian Forest validator would adjust the commission rate from 0% to 5%.
